Capital Planning Workshop a Good First Step Patch

We haven't had a serious discussion over our long-term capital needs since the beginning of the decade. The Board of Finance asked for a plan they could study going into the next budget cycle. On Monday night, that plan was examined.

In some ways, this was unprecedented because around the table you had the BOF, the Board of Selectmen, and our new school superintendent, Dr. David Title, along with Board of Education chair Sue Brand, and the Representative Town Meeting's Peter Ambrose, R-2, and Cristin McCarthy Vahey, D-6. All elements of the town governing bodies were present and it was refreshing to see the tenor of the discussion was aimed at comprehension.

Seated in the audience were more RTM members (although for something this important, the 22 percent showing was paltry), members of the BOE and the school district's Central Office, and just over a dozen interested citizens.

What we learned was that our leadership, in consultation with bonding authorities, has decided that Fairfield can stomach debt service in the 10-percent range of our overall budget and we were well positioned to be able to annually pay off our debt. Over the next five years, the theme will not be growth but maintenance. From First Selectman Ken Flatto's comments, it was clear he made trims to keep us to 10 percent annually and that he had to scale back our previously-established goal of continuing to acquire open space. Additionally, he would fight to keep the Fairfield Woods Branch Library from expanding.

If you are in the military, you should be eligible for free tax preparation. This is a wonderful benefit, because taxes are complicated enough as is. But when you add certain military pay and benefits rules and money earned from bonuses and tax free zones, your tax return can become very complicated. Thankfully, there are several ways you can go about filing your taxes for free, and I’ll show you a few of them.

Free tax preparation at your military installation

Almost all military installations offer free tax preparation services. This service is usually done by volunteers who receive training (and their work is usually signed off on by a CPA). This service isavailable to all active duty members and retirees, Guard, Reserve, and some Civilian personnel, depending on location and available resources. Call you local base information office for more details.

Tax preparation software available free to the military

Some tax software companies offer their software free of charge to active duty military members. It is early in the tax season, and so far the only company I have found a couple offers for free tax preparation software for military members. The IRS has a program called Free File, in which participating companies and software programs offer free tax preparation for tax payers with an Adjusted Gross Income (AGI) of less than $54,000. The vast majority of military members have an AGI lower than $54,000, so you should qualify for Free File.
